P. Segars-Andrews attended the University of South Carolina, where she received her bachelor’s degree in 1981. She graduated from the South Carolina School of Law in 1984, receiving her juris doctorate degree.
Ms. Segars-Andrews practiced law in Charleston S. C. until 1993 when she was elected to be a Family Court judge. In 1997, Judge Segars-Andrews together with the Charleston Center began the first juvenile drug court in South Carolina. Judge Segars-Andrews presided over that court until she left the bench in 2010. She was honored by the South Carolina House of Representatives in 2008 for her ten years of volunteer work on the Charleston County Drug Court. She was elected president of the South Carolina Family Court Judges Association in 1998 and she was a member of the National Council of Juvenile and Family Court Judges during most of her tenure on the bench. She spoke and attended numerous national conferences on juvenile drug courts. Judge Segars-Andrews has been recognized by various civic organizations for her contributions for her work. My Sister’s House inc. and Family Services Inc. presented her an award recognizing her as the Public Citizen of the Year in Recognition of her Leadership in Creating Healthy Families in 1997. She was also recognized by the Girl Scouts of the Carolina Low Country as a Woman of Distinction in 2003. Judge Segars-Andrews left the Family Court bench in 2010 after seventeen years of service.
Ms. Segars-Andrews is now practicing law with her husband, Mark O. Andrews, Esq. in Mt. Pleasant. Their practice is known as Andrews Mediation and Law Firm, P. A. Ms. Segars-Andrews and her husband are both certified Family Court mediators. Since leaving the family court bench she has practiced primarily in the Family Courts of South Carolina and also handles mediation and arbitration of Family Court cases in South Carolina.
Judge Andrews and her husband are both members of St. Andrew’s Church in Mt. Pleasant, S. C. where they are involved in various areas of ministry.
